These savings will mostly be achieved through waste and resource efficiency savings, rationalisation of estate, and technological solutions.

For instance, the DECC plan to cut spending by moving forward the planned closure of several projects, such as the Bio-Energy Capital Grant Scheme, and Bio-Energy Infrastructure Programme saving £4.7m. The DECC are also proposing funding cuts in deep geothermal projects (£1m), Offshore Wind Capital Grants Scheme (£3m), and the Carbon Trust budget (£12.6m). Other DECC funding cuts affect administration, pay and travel expenditure (£4.8m) and Regional Development Agencies (£26m).

Even though there is an urgent requirement to cut public sector spending in the short term in order to recoup the £159.2bn deficit, in the long term the public sector still has many targets to deliver. For instance, the SOGE/SDiG sustainability objectives aim to increase energy efficiency by 30% per m2, and reduce water consumption by 25% (by 2020, compared to 2000 levels), while the NHS has its own 10% reduction target.

Rationalising estates will also inevitably play a large part in delivering environmental improvements, with consequent impacts on landlords, tenants and contract relationships with FM Service Providers. In a period when public sector capital expenditure budgets have been frozen, and energy prices are likely to rise, there is a need for pragmatism and private sector partnership to achieve these targets.

Reference: <a href="http://www.decc.gov.uk/en/content/cms/news/Budget_June10/Budget_June10.aspx"; target="_blank">DECC (2010).

Life Cycle Analysis & Carbon Footprinting
In recent years there has been a growing need to embed sustainability in the public sector supply chain. For example, there are now requirements for suppliers to be able to present greater evidence of their environmental credentials, and providing embedded carbon footprint data for the products and services they supply will in time be common place.

Understanding the Life Cycle of a product or service is therefore essential. A full life cycle analysis can be a time consuming exercise. Suppliers should however assess the pressure on them from customers to provide embedded carbon footprints. In the meantime those suppliers that proactively progress in this area using a full process map and robust methodology will find it can add significant competitive advantage to their business. Public sector customers for example need help to enable them to progress through the Sustainable Procurement Flexible Framework.

In the retail Sector, Walkers Crisps has reduced the carbon footprint of one bag of crisps by 7% in two years, and saved an estimated 4800 tonnes of CO2. Tesco argued that it calculated CO2 per square foot of net sales area, and because floor space had increased by 14% it could claim CO2 emissions had reduced. For example, they recommend businesses to use specific phrases, instead of terms like: 'environmentally friendly', 'eco-friendly', 'safe for the environment', and 'green'.

They also warn of the risks when trying to present opinion as fact, and claims that are based on only part of a product or service rather than its whole lifecycle.
