The scheme affects both the public and private sectors and offers the opportunity to profit from emissions reductions.</b><br/> <p align="justify">The scheme will be in full operation from 2010. Initially it will work from 2008 baseline electricity consumption data, and account for an organisation's ability to manage their carbon footprint. Above average performance will be rewarded, below average penalised.<br /> <p align="justify">Affected organisations are those whose half hourly electricity readings are in excess of 6,000MWh per year. These organisations will be required to purchase carbon allowances to cover yearly emissions, and 6 months later will have the opportunity to recover the revenue depending on their position in the CRC league table.<br /><br /> <p align="justify">There will be penalties imposed on any organisation who under reports or does not initially adopt the scheme.
