Whereas normal conditions would favour 'fiscal stimulus' to change behaviour, the Treasury are constrained by the Government s cashflow problems and are instead exploring  demand controls or carbon taxes to the rest of us. Somehow all the fiscal stimulus that was trumpeted has almost bypassed the low carbon agenda. <br /> </td> </tr> <tr> <td align="left"> <img src="http://consultolive.com//images/summer_isles.jpg" align="left" width="520" /> </td> </tr><br /> <tr> <td colspan="3" align="justify"> The theory is that any taxes would be fiscally neutral, but in reality only for those doing what is wanted of them when expected to do so. The Chancellor has said that he would  move from taxing the goods to taxing the bads . The economists are talking about  the monetisation of carbon . The Treasury call it the  shadow price of carbon and want it taken into account in all Government Policy making. They just can t agree on the price from which to start but somewhere between £25 and £100 per tonne of CO<sub>2</sub> (or CO<sub>2</sub> equivalent) is being discussed and a probable price of around £40 per tonne is likely and fits with what is being discussed at the UN conference on Climate Change in Copenhagen. Unlike Al Gore's silky exposition in "An Inconvenient Truth" of the science and the options, Franny Armstrong's approach in the Age of Stupid is to repeat actual contemporary news and documentary footage on climate change as actually broadcast on mainstream TV channels in the past few years.<br /> <img src="http://consultolive.com//images/age_stupid.jpg" align="center" hspace="6" width="135" /><br /> She briefly interposes images of an imagined, but credible climate changed world in 2055.
