This followed in July with the 'Low Carbon Transition Plan' detailing how these targets are to be met. As part of the requirements of the Climate Change Act 2008, the Climate Change Commission (CCC) must annually report on progress. The first report published this month focuses on: <br /><br /> " A monitoring regime for emission results and future emissions<br /> " Quantifying the impact of the recession on emission trends<br /> " Assessing estimates of emission reductions from power generation, domestic energy use, and the deployment of electric cars<br /> " Comparing the current emission reduction pace with that achieved over the 2003-07 period<br /><br /> The report draws two significant conclusions:<br /><br /> 1. Emission reductions achieved as a consequence of the recession give a misleading impression of achievements so far and undermine long term progress. <br /><br /> 2.
